are foot tattoos really that painful?

also how much would you say a tattoo of this eagle will cost??

i know that prices vary depending on the shop i paid 65$ for each star
i have heard from lots of people that its one of the worst part of the body to get tattoos right after the rib cage
i wanna get an eagle tattoo on my foot :

this is a coat of arms of my country which is Poland i have seen lots of Poles with a tattoo of this eagle there were different eagle , but this is the current one
i would like to get it on my left foot i know that its not a lot of space there but i would like it to cover my whole foot

i have 2 tattoos
2 small ( 3inch) stars on the inside of my forearms and it was a little painful maybe cause i have burn scars there
