Best bet would be to design it at the final size and at the intended resolution.
Remember, that it makes no difference what size it appears on your monitor. You can still design a twenty inch image on a fifteen inch monitor. Just make your document twenty inches wide or long and at the resolution you will want it to print. You will just be working on the image at something like a 50% scale on the monitor.
Be aware that a three inch drawing at 300 dpi, if you blow it up to, say fifteen inches wide will be only about 60 or 70 dpi when you print it.
Hopefully you will understand what I am meaning…
can you use those shapes for the background and use the empty spaces for your work of art? In other words, if you want to make a 'tree'… can you make the tree out of your background with those shapes as the borders? [kind of a reverse technique].

I have a friend who owns a vintage shop. It's funny, but she gets stuff from garage sales, flea markets, Goodwill and Salvation Army stores, as well as donations. Usually the quality of the products she sells is much better than the thrift store stuff, and generally closer to being antique, but as old. And also because she can get more money for it.
