Can State Troopers have neo-nazi tattoos?

My wife and I live in PA and we are being harassed by a state liquor control agent. We noticed the other day he has a tattoo of the eagle and iron cross on his left wrist which he displays proudly. The ADL lists the iron eagle and cross as a neo-nazi symbol of hatred. If the guy were going to prison it would be classed as a gang related tattoo. My wife's grandmother was a german jew and it makes me sick that she should have to be interrogated by a neo-nazi. Surely this is unamerican at best. what can I do?
